Background
The United Kingdom Atomic Energy Authority (UKAEA) was incorporated as a statutory corporation in 1954 and pioneered the development of nuclear energy in the UK .
Today they are one of the world's leading nuclear decommissioning organisations, with more experience of managing nuclear clean-up than anyone in Europe .
One of the key sites for UKAEA, Dounreay, pioneered the development of fast reactor technology. Now this is complete, Dounreay is pioneering the decommissioning of the nuclear research site.
Built on some 135 acres, the change from operations to decommissioning has led to a substantial increase in employment in recent years. Some £80 million is injected into the economy of the Scottish Highlands each year as a result of decommissioning.
The UKAEA are now looking for a new Site Programme Office Manager.
The Programme Office is responsible to the Director and Head of Site for:
Managing, coordinating, and facilitating the development and delivery of all site planning documents to the client in a quality and timely manner. Site plans shall be fully integrated, and reflect the most cost effective and accelerated solutions for the UKAEA, and the NDA.
Managing and delivering all Project Controls functions for the Dounreay Division (DD) in full accordance with UKAEA policies and procedures.
Act as the principal interface for DD with the NDA.
Main Responsibilities
Working with all of the direct reporting managers and other UKAEA managers, as required, ensure the development of an integrated decommissioning and overall restoration strategy for the site, providing strategic support to projects as required.
To ensure the development and co-ordination of all programme planning activities including the development, of appropriate guidance and support to projects on preparation of programme documentation (Work Breakdown Structures, Lifecycle Baseline and Near Term Work Plans). This will be consistent with overall UKAEA policy and procedures.
To provide the services of a lead scheduler, lead cost estimator, and planning systems support personnel for the Dounreay site that give overall leadership and technical assistance in their areas of expertise. To act as a technical resource for project staff requiring assistance in these and other planning and performance management areas.
To provide expert assistance to projects in obtaining skilled planning and project controls support. Specifically, to assist these projects with advice and assistance in hiring and training project controls analysts and staff for their project teams.
To work with other direct reporting managers to ensure that the Dounreay planning team (consisting of personnel in the Site Programme Office and the individual project teams) act to deliver the decommissioning project in a safe, accelerated, and cost effective manner.
To ensure the provision of a programme monitoring and reporting function for the site, including management of the Change Control process and assisting projects in the preparation of Estimates at Completion and other reports and analysis required by UKAEA policy and procedure.
To work with project team planning staff to ensure that monitoring, reporting, and variance analysis is done in an accurate and timely manner.
To arrange and conduct monthly project reviews for the senior DD staff. To ensure that project delivery issues, funding and risk issues are appropriately identified and managed. To coordinate development of recovery plans where required.
To ensure that the necessary systems are in place for monitoring and reporting progress against the new contract with the NDA, including developing appropriate Key Performance Indicators for the site.
To manage the interface between the site and NDA, including managing the monthly reporting meetings and all prime contract related issues.
To be the principal point of contact between the Dounreay site and the Central Programmes Office and contribute to the development of programmes related issues across UKAEA.
To staff and manage the Dounreay Programmatic Risk Management processes as appropriate.
As the People Manager for the Programmes Office team, responsible for the management and development of staff within the Department.
Desirable Aptitudes and Experience
A thorough understanding of planning principles and the ability to apply these to a total site programme is an essential requirement for this post. In addition the postholder must be familiar with planning, monitoring and reporting systems. This is likely to have been gained through several years experience either in a programmes planning or project management role dealing with multiple projects.
An understanding of contract management, risk, financial/funding management.
Strong familiarity with Earned Value Analysis.
Ability to think strategically and contribute to the development of site restoration strategy is essential.
Good organisational skills with the ability to make sound judgements and evaluate priorities.
Excellent oral and written communication skills and the ability to interact effectively and influence decision-making at senior levels.
Ability to lead and manage a team of staff gained through several years experience in a people management role.
Flexibility and resilience to cope with changing demands.
Salary: to £70,000 + Bonus+ Benefits (+ relocation)
